PAY BAND IV TRUTHS

Dear doctors as we all know pay band4 would be given only doctors who have worked for 20 years or more in service as per G.O 354 in DMS/DPH/DME all but only exemption are those occupying post of professor in DME side. No where in 354 G.O all senior civil surgeons and associate professors with less than 20 years of service are mentioned for pay band 4. But certain officers are misinterpreting or exaggerating facts in this G.O. we have to wait for final implementation

Dear doctors, there are few issues in G.O 354 which are clear at outset 1. 20 years completion for the senior doctors at DMS side and 2. nine years of teaching experience in DME side..
Since many senior doctors at DMS side shifted to DME side late in their service, they are at loss when compared to fresh post graduates entering into DME side and just ahead of or equal to seniors in completing the teaching experience.. So there are clash of ideas, interpretation of G.O. to their points of view..
Without personal bias, if we analyze G.O., it is simple in reference to the two points above.
Let us all wish to accommodate both seniors' plight as well as juniors' wishes as follows

For example, in the field of General medicine, the number of posts in pay band 4 is 157 as per G.O. 354 annexure. The total no. of professors and associate professors in DME side is only about 85 as per service card listed in tnhealth.org just two days back. Among them, only 55 doctors have completed both nine years and twenty years of service. Again, if we consider nine years alone, then only 67 have completed nine years of teaching. Again, if we consider, twenty years of service alone, then only 65 of them have completed. In any case, 17 of the doctors in associate level in Medicine, have not completed either nine years of teaching or twenty years of service. But there are very few assistant professors available in DME side who are in verge of promotion in General Medicine, have completed either 20 years or nine years of teaching.. (there are around 20 to 30 assistants who have completed nine years and even less number when considering 20 years of total service). Thus, if we suggest all the present professors and associate professors (including who havent completed their nine years of teaching), and all present assistant professors who have completed nine years of teaching, and who have completed 20 years of total service, are given pay band 4, we would be very much within allotted quota of 157 (for General medicine).

Like wise every department will be having similar situation so that all of us request for either nine years of teaching or 20 years of total service, should be taken for consideration to fix pay band 4 without any extra burden financially..

There are rumours that, pay band IV will be given to Assistant professors with nine years teaching experience,even if they are not completed 20 years of teaching experience by giving retospective promotion as Associate professor.This is against G.O.354.This is actually means awarding punishment for those who are shifted to other post/dept after completing 5 years teaching experience and helped others to get teaching experience and reward for those who continued in teaching post even after completing 5 years of teaching experience and obstructed others from getting teaching experience.This will also result in filling up of all Pay band IV post in DME side now, and no PB IV post for those who complete 20 years in the near future.

PAY BAND IV should be given in DME teaching side only to those who completed four years of teaching experience as associate professor and eligible to be promoted as professor as per MCI norms and to those who completed twenty years of total service as per G.O.354.

There are rumours that Pay Band IV will be given only to one person in any given specialty Department in the DME SIDE,i.e. only the HOD will be getting PB IV, others even though they are Professors or have completed 20 years of service will not be getting it. There is also rumour that those only in the sanctioned posts for PB IV will get PBIV and a GO has been issued in this regard. Are these true?. The TNGDA has to clarify all these doubts.

1)DR.RAMAN – [Total 18 years service ] - 5 years PHC service + 5 years DMS-GH service + 8 years DME SERVICE (4 years Assistant Professor, then shifted to non teaching post (4years) after completion of 4 years teaching experience as per old DME teaching post norms).He actually indirectly helped other doctors to get teaching experience because of his shifting.
Now NOT eligible for promotion even to Associate professor post or pay band IV
2)Dr.LAKSHMANAN –[Total 14 years service ] – 3 years PHC service + 5 years DMS-GH service + 6 years DME SERVICE (5years Assistant Professor, then shifted to non teaching post (one year) after completion of 5 years teaching experience as per new DME teaching post norms). He also indirectly helped other doctors to get teaching experience because of his shifting.
Now NOT eligible for promotion to Professor post or pay band IV
3)Dr.Ravanan - –[Total 11 years service ] – 1 years PHC service + 1 years DMS-GH service + 9 years DME SERVICE (9 years Assistant Professor). HE WAS NOT SHIFTED FROM TEACHING POST after completion of 4 or 5 or even 9 years of teaching experience [ Reason - You may know , otherwise ask others ].By holding the Assistant Professor teaching post for more than nine years , he obstructed other doctors from getting Assistant Professor teaching post
Now Dr.Ravanan is eligible not only for PROFESSOR post, but also eligible for pay band IV after 11 years of total service[If we accept a section of TNGDA office bearers views]
This is actually means awarding punishment for Dr.RAMAN and Dr.LAKSHMANAN who were shifted to other post/dept after completing 4/5 years teaching experience and helped others to get teaching experience and reward for Dr.RAVANAN who continued in teaching post even after completing 5/9 years of teaching experience and obstructed others from getting teaching experience.

Is this, we ,the TAMIL NADU GOVT DOCTERS expected from TNGDA?

DR.RAVANAN is not only eligible for PROFESSOR post and pay band IV, he is also eligible for UNIT CHIEF post (duty free) and HEAD OF THE DEPARTMENT post, if we accept the anomalies. So, please be vigilant and prevent the G.O. 354 and MCI norms violations

Is there any logic behind not sanctioning non-practising allowance only to Dy.Dir.Leprosy.
All other categories like DD.Medical and DD.Medical(TB) are being sanctioned with NPA.
TNGDA please intervene.

An ASSOCIATE PROF in Pathology Dept currently working in MMC had been given Pay Band IV SINCE SHE HAS COMPLETED 9 YEARS OF teaching experience after PG course and not completed 20 years of service and not completed 4 years after promoted as associate prof.. Is this correct?

D.M.E.office really achieved something great without conducting promotion counselling for more than one and a half years. hats off to the officials.staff in d.me office spending their time nicely not even bothered to prepare the panel according to c.m.l number.they are simply blaming the court.will there be any thing like promotion counselling in future,why everybody is silent?but we r promtly shown as assoc prof in m.c.i inspections,why don't v boycott?
